Stephen K. Hall ACWA Water Law & Policy Scholarship

Scholarship Description

The Stephen K. Hall ACWA Water Law & Policy Scholarship was created in 2007 to honor former ACWA Executive Director Steve Hall upon his retirement. The $7,000 scholarship is presented annually to a qualified graduate student majoring in law, policy or public administration with a focus or concentration in California water resources.

Eligible students must be attending a public or private graduate or law school in the U.S., carrying at least 8 units per term and planning to attend school for the complete year in which the scholarship is awarded. Applications must be postmarked by APRIL 1 of each year.

Each academic year the Association of California Water Agencies (ACWA) awards a $7000 scholarship to a qualified graduate (Master’s, PhD or Law School) student studying water law and policy or public administration. The guidelines and criteria for applying for this scholarship are as follows:
A. The scholarship will be known as the ACWA Water Law and Policy Scholarship. The funds associated with this scholarship will be made available to the recipient at the beginning of each school year at the start of the fall term.
B. The applicants who will be considered for the scholarship must be attending a public or private school located in the United States of America. They should have completed their undergraduate work and at the time of the award be either part-time or full-time students in their graduate studies. However, students must be carrying at least 8 units per term. They
also must plan to attend school for the complete academic year in which the scholarship is awarded.
C. The award will be based not only on scholastic achievement, but also on the individual’s commitment and motivation to his/her chosen vocation. Financial need will also be given due consideration.
D. The recipient should be pursuing a degree related to, or identified with, law and policy, or public administration and demonstrate a focus or concentration in the field of water resources.
E. The recipient will be selected by the ACWA scholarship sub-committee upon receipt of a completed application form and at least three, recommendations for each candidate.
F. The award will be presented to the recipient’s school in a lump sum (amount to be announced). Actual payment will be made to the recipient by the school in accordance with regulations used at the selected school concerning such payment.
G. This scholarship will be presented at one of ACWA’s statewide conferences.
